CALENDAR: On days where there is a scheduling rule in the user's schedule, add an option to prevent users from giving appointments for that day at sites other than the one linked to the service(s) in the scheduling rule

Affected user(s):
Users working at multiple sites, and secretaries creating appointments on the wrong site for that day.

Task affected:
Appointments may be scheduled at a site other than the one the user is working at that day if the secretary is not careful.

Impact:
Patients may show up at the wrong site for their appointment, and the user may think the patient didn't show up.

Current state:
Appointments have to be rescheduled, or the user may need to rush to the other site to see the patient. Currently, there is no way to prevent secretaries from creating appointments for the wrong site.
