Automatic Prefill of Message, Task, and Reminder Recipients activated by user

Affected user(s): all the user sending tasks, messages and reminders

Task affected: When the user is in the communications and want to send a task or a message to other users

Impact : Some users don't want this automatic pre-fill, while others do

Current state: For now, the activation is done for all the users of the clinic. The users would like to be activated by users.
