LISTS: Add an option to lock access to the information in lists with a password.

Affected Users:
Administrators

Task Affected:
Restrict visibility of lists containing sensitive information from users who otherwise have access to the LISTS tab.

Impact:
All users currently have access to the LISTS tab, but they should not automatically have access to every list within it, especially those containing sensitive information.

Current State:
There is no method to block or restrict access to individual lists.
