Patient chart - option to create refund bills

Affected users: all users creating bills.
Task affected: The client would like to be able to create refund bills to reflect the negative amounts paid back to the patient, in the case of a refund.
Impact: This option will simplify the process and the refund bill will show in the patient chart.
Current state: No alternatives.
