Results tab - Add an option to search for deactivated patients when linking results

Affected users: MOA and Administrative staff responsible for managing incoming results and data integrity.

Task affected: Occurs in the Results module when a result is received for a patient not automatically recognized by the system. Specifically, within the "Link" interface where the user must reconcile a result with a patient file.

Impact: Significant loss of time and risk of creating duplicate files. Currently, if a patient is deactivated, the "Link" tool only suggests creating a new patient, forcing users to leave the workflow to manually reactivate the patient before they can link the result.

Current state: The interface currently offers an option to "Create a patient". There is no toggle or filter to include deactivated patients in the search results within this specific modal.
