Add a "Black Out" Square Shape Tool for Quick Redaction in Annotations

Affected users: Administrative staff and MOAs (Medical Office Assistants).

Task affected: Document annotation workflow, specifically during scanning, within the patient file's document section, and when using DMail.

Impact: Users need to redact information frequently (assumed several times a day). The lack of a dedicated redaction tool slows down productivity, as manually blocking out chunks of information is tedious and increases the risk of human error (e.g. leaving sensitive info partially visible).

Current state: Users currently have to use the freehand pen tool to manually scribble over and block out the information.
