To be able to Save the identifiers in the patient profile, independently from the health card number

Client message explaining their situation:

Nous ne désirions pas être obligé d'effacer le numéro de RAMQ d'un enfant pour rendre son dossier inactif avec une raison (ce sont les raisons d'inactivité qu'on écrit dans Identifiant 3 pour nous aider à rapidement savoir la raison de la fermeture d'un dossier).

Affected user(s): Administrative staff during the update of the patient files.

Task affected: Patient file > Patient Profile > Identifiers. The system cannot save the updated identifiers without a valid health card number or no health card number.

Impact: How frequently does this happen, and what is the specific operational impact? : The client adds a reason of deactivation in the Identifier 3 of the child's patient file that they deactivate, but needs to keep the expired NAM.

Current state: The user is required to remove the expired NAM so they could be able to save the new identifier.
