Change employee that appears in "responsible clinician" field when scanning documents

Clients have told us that when a patient is selected when scanning documents, the name of their doctor appears in the "responsible clinician" field. However, many patients are being seen by their IPS/resident, and not their doctor. This creates human errors because documents should be attached to the IPS/resident, and not their doctor.
