Batch scanning: Add "lock" next to "Urgent" checkbox

– Affected user(s): MOAs, employees who scan documents

– Task affected: Batch scanning

– Impact : It could save one click per page of a document, which could end up saving hundreds of clicks per day

– Current state User has to click on "urgent" every time they attach a page of a document to a patient file.
