Remove the ability of a patient in to create his portal without contacting the clinic by having a message appear referring him to the clinic when clicking on create. Suggested by Marie-eve Vigeant from hautbois.
This is already available. The ability for patients to create their own account from the Portal login page can be removed for a given environment.
