Notifications: Sync to client's timezone

Some patients receive appointment notifications via Gmail, and they use the "add event to calendar" function. However, it uses UTC time, so patients end up going to the clinic at the wrong time.

I'm not sure if it's in our control but I thought I would make the suggestion just in case.
