Ability to Submit without having to add a note (Communication tab)

In the communication tab in "Action" the clinic "cliniquedm" would like to know if it is possible to do "Submit" without adding a note. According to them, physicians often have no comment to add and that's an extra step.

RAMQ and permit number both appear automatically when prescribing instead of permit number alone

This idea would be useful as to not have to add the RAMQ number for IPS next to their name in order for it to appear. Instead, it would be added once in the user profile and have it appear next to the permit number automatically.
