Add option to be able to make the patients language selection obligatory when creating a patient file

The client is requesting to have the ability to make the fields "Preferred Official Language" and "Preferred Spoken Language" obligatory fields when creating a patient file.

She is asking because they have a lot of Anglo patients and when they get their notifications, because English is not selected in their file for them, they are in French

So she wants to make this section mandatory if possible.
