Manage the order of favorites clinician in patient chart

Affected user(s): All user that update patient profile favorite clinician. MOA/Doctor or Nurse. Everyone could experience it.

Task affected: Attach a document to a patient chart from the documents tabs or from the document tabs in patient chart.

Impact: The first clinicians in the favorite practitioners will be used while attaching a document to a patient chart. If not correctly set, this will require a correction of the document responsible. This will add few more click and about 10/15 secondes per each document.
Provide a way to manage the favorite clinician order will fix this use case.

Current state: User have to change the document responsible if not correctly set.
