[Outbound Fax] Cover Sheet - Possibility to send the cover sheet as a request with no attached document

• This is a recurring need for many users across various practices.

Task affected:

• This issue arises during the workflow of communicating with external clinics or organizations via fax.

• Currently, MYLE only allows users to send faxes attached to existing documents, which limits the ability to send stand-alone requests such as a fax cover sheet.

• Users are unable to send simple fax requests without attaching unrelated documents, leading to inefficiencies and potential confusion for recipients.
