[Communications] Tasks - Possibility to create a portal message from the task interface

Affected users: All MYLE users (Clinicians, MOA, and Administrative staff) who use the Task module to manage patient follow-ups and communications.

Task affected: Workflow within the Task interface. When a user receives a task that necessitates contacting a patient, they must currently exit the task or open the patient's full chart to initiate a Portal message.

Impact: High impact on daily productivity. The constant switching between the Task module and the Patient Portal module creates friction, increases the number of clicks, and breaks the concentration of the user during administrative processing.

Current state: Users must navigate away from their current task list, open the specific patient's chart, and navigate to the Portal section to send a message. There is no direct "New Portal Message" shortcut within the task action menu.
