RAMQ and permit number both appear automatically when prescribing instead of permit number alone

This idea would be useful as to not have to add the RAMQ number for IPS next to their name in order for it to appear. Instead, it would be added once in the user profile and have it appear next to the permit number automatically.

Ability to prepare prescription

Doctors would like for nurses to be able to prepare prescriptions for them, without having to prescribe it themselves. It would save doctors the trouble of going through the prescription process themselves.
