Fax: Send fax without it being associated to a patient file

Perhaps under "Portfolio" in Faxes, allow the creation of non-patient faxes? DEV: What are they faxing, and why? There are currently no documents in MYLE that are not tied to a patient file.

Some clinics would like to review the changes before accepting them into the EMR. Some clinics would just like the details to auto update their patient chart in the EMR.
