Remove "Actions" from Results for Clinics that do not use this feature

Currently, the "Actions" on results confuse users, as they do not go anywhere helpful, and they are instead sending tasks. Users would like the "Actions" pop up removed so that they do not accidentally create them, thinking they are tasks.
